How to vote

Who is eligible to vote for North Carolina Democratic Party statewide officers?

To vote, you must be a member of the NCDP State Executive Committee! The State Executive Committee (SEC) is composed of 450 members elected at each county’s convention held in odd-numbered years. The number of SEC votes a county has is based on the proportion of votes cast in each county for the Democratic nominee for Governor in the previous gubernatorial election. Additional members of the SEC include caucus and auxiliary chairs, ex-officio members/officers, congressional district chairs, any other members of the State Executive Council, and county chairs. State Executive Committee members hold office for two years, with terms expiring on the date set for the next county convention, or when their successors are elected, whichever occurs first. Newly elected members take office immediately upon their election and are eligible to vote for North Carolina Democratic Party (NCDP) Chair and Vice Chairs. When and how will NCDP Officers be elected? 

The SEC will meet on Saturday, February 11, 2023 by Zoom to elect NCDP Chair, 1st Vice Chair, 2nd Vice Chair, 3rd Vice Chair, and Secretary. There are official guidelines that must be followed: 

  1. The Chair and 1st Vice Chair must be of different gender identities. 

  2. Someone among the Chair and three Vice Chairs must be from a racial or ethnic minority that constitutes at least 20% of the registered Democrats in our state. (For example, Kimberly is African American.)

  3. Someone among the Chair and three Vice Chairs must be age 36 or younger. (For example, Jonah is 36.)

  4. Candidates must receive a majority of the votes cast to be elected—it can sometimes go multiple rounds, with the lowest vote-getter being eliminated before the next round, until one candidate obtains a majority.

Registration for the Winter 2023 SEC vote will close at 11:59 pm on Thursday, Feb. 9, 2023.

To register, you will need to provide your name, cell phone number, address, and county.

 

Cannot attend on Feb 11? Here’s how to name a proxy.

First, find a proxy who meets the  requirements below. Next, notify the state chair (Bobbie Richardson), Secretary (Melvin Williams), or Executive Director (Lillian Badgett) in writing BEFORE the February 11 meeting. 

 

Proxy requirements:

  • Must be a registered Democrat

  • Must be in the same jurisdiction, county, or organization that elected you to the SEC

  • Exception: If you represent a county with 2 or fewer SEC members, you may designate a registered Democrat from any county in your congressional district.

 

Your proxy cannot serve as an alternate for more than one SEC member at a given meeting. If you are an SEC member who needs help identifying a proxy for the Winter meeting, please email us.
